Cerema is the public expert in regional adaptation to climate change. It is the only national establishment whose governance is shared between the State and local authorities, with over 950 local authority members. It has a presence in France and the French overseas territories, with 27 offices and 2,500 employees.
Cerema's expertise is pooled nationwide, and it supports the State and local authorities in the cooperative development, deployment and evaluation of public policies and development and transport projects. With its strong potential for innovation and research, Cerema operates in 6 business areas: Expertise & Territorial Engineering, Building, Mobility, Transport Infrastructures, Environment & Risks, Sea & Coast.
Cerema is a public establishment under the authority of the French Ministry of Regional Planning and Decentralization and the Ministry of Ecological Transition, Biodiversity, Forestry, the Sea and Fisheries.
Cerema supports local authorities and property managers in renovating buildings and adapting them to climate change.
Local authorities are in the front line when it comes to implementing greenhouse gas mitigation targets and reducing the vulnerability of their territory to the effects of climate change, made more obvious by the scale of the phenomena.
To help them move into action, or to speed it up, Cerema has developed two concurrent programs, each in partnership with 25 volunteer territories: "Territoires adaptés à + 4°C" and "Territoires bas carbone".

Cerema is running a program in partnership with 25 of its member local authorities, with the aim of boosting their efforts to reduce greenhouse gas emissions.
Two types of support are offered to develop strategies and action plans:
- a sector-based approach focusing on mobility or low-carbon b udiments, two major emission sectors in France (30% and 24% respectively);
a global territorial approach.
Cerema is making its local expertise available to local authorities for a period of 18 months. The local authorities involved commit to taking action and implementing experiments and innovative solutions tailored to their area. This support is complemented by collective facilitation to build collective expertise and generate a common dynamic.
Feedback from this collective work will feed into a national method for developing low-carbon territorial strategies.

> The regional plan for regional planning, sustainable development and equality (SRADDET)
The SRADDET is a regional planning document that sets out the strategy, objectives and rules laid down by the Region in several areas of regional development. Cerema assists the Regions in drafting the rules, and in certain specific areas (mobility, territorial equality, etc.).
