Cerema is the public expert in regional adaptation to climate change. It is the only national establishment whose governance is shared between the State and local authorities, with over 950 local authority members. It has a presence in France and the French overseas territories, with 27 offices and 2,500 employees.
Cerema's expertise is pooled nationwide, and it supports the State and local authorities in the cooperative development, deployment and evaluation of public policies and development and transport projects. With its strong potential for innovation and research, Cerema operates in 6 business areas: Expertise & Territorial Engineering, Building, Mobility, Transport Infrastructures, Environment & Risks, Sea & Coast.
Cerema is a public establishment under the authority of the French Ministry of Regional Planning and Decentralization and the Ministry of Ecological Transition, Biodiversity, Forestry, the Sea and Fisheries.
Cerema supports local authorities and property managers in renovating buildings and adapting them to climate change.
Local authorities are in the front line when it comes to implementing greenhouse gas mitigation targets and reducing the vulnerability of their territory to the effects of climate change, made more obvious by the scale of the phenomena.
To help them move into action, or to speed it up, Cerema has developed two programs that will be run concurrently, each in partnership with 25 volunteer territories: "Territoires adaptés à + 4°C" and "Territoires bas carbone". Cerema is making its local expertise available to the local authorities involved for a period of 18 months. The local authorities involved commit to taking action and implementing experiments and innovative solutions tailored to their area. This support is complemented by collective facilitation to build collective expertise and generate a common dynamic.
This collective work will be the subject of feedback that will feed into a national method for developing low-carbon territorial strategies.
Cerema also supports local authorities and property managers in low-energy building issues, particularly in the areas of building energy performance and ventilation. As a direct partner to local authorities, Cerema has a wealth of experience in this area:
- Renovation and enhancement of reconstructed heritage in city centers: example of the city of Dunkirk
- Collège Dorgelès in Longvic: Cerema supports exemplary energy and environmental performance
- Cerema lends its expertise to buildings in Brest city center prior to renovation work
